Job Title: Chief Nursing Officer (CNO)

Primary Purpose:  Through the effective use of organization, procedural, staffing quality and management control programs, ensures effective utilization of personnel and other resources and the delivery of high quality to patients.  Promotes growth and development within the nursing staff through in-service and continuing education programs.  Coordinates medical staff activities; assists CEO as directed.  Serves all age groups of patients, including neonates, pediatrics, adolescents, adults and geriatrics. 


Essential Duties and Responsibilities:

  • Establishes objectives for the department of nursing and the organizational structure for achieving these objectives.

  • Interprets and puts into effect administrative policies established by the governing authority. 

  • Prepares and administers budget for the department.

  • Plans and conducts conferences and discussions with administrative and professional nursing staff to encourage participation in formulating departmental policies and procedures, promote initiative, solve problems and interpret new policies.

  • Directs and delegates management of professional and ancillary nursing personnel and with medical staff, patients and the public.

  • Coordinates activities of various nursing units, plans good utilization of staff, patients and the public.

  • Evaluates nursing and related services rendered to improve quality of patient care.

  • Administers activities of Nurse Managers for OB, ER, OR, Med/Surg and SNF units.

  • Establishes and coordinates nursing performance improvement program.

  • Coordinates all DRG-related activities.

  • Coordinates all utilization review activities.

  • Coordinates and attends all medical staff meetings.

  • Assists with medical staff problem-solving activities.

  • Coordinates all medical staff quality assurance activities.

  • Assists with all labor relations activities.

  • Attends Board of Directors meetings.

  • Assists with coordinating operational activities.

  • Actively involved in community marketing and education projects.

  • Coordinates Social Services, Health Education, Risk Management and Employee Health.

  • Oversees Performance Improvement Program.

  • Coordinates community out-reach programs.

  • Assumes administration responsibilities as directed.

  • Demonstrates the knowledge and skills necessary to provide care appropriate to any age-related needs of the patients served.

  • Complies with all hospital and departmental policies and procedures, safety program requirements, corporate compliance program standards of conduct, all applicable statutes, rules and regulations.

  • Enhances professional growth and development and maintains skills and knowledge through participation in educational programs, current literature, in services, workshops and professional affiliations.

  • Performs other related duties as assigned or requested.

  • Controls admissions and discharge. Responsible for census and payer mix control.

  • Oversight of Lab, Radiology, Pharmacy, Social Services, Rehabilitation Departments.


Physical Demands:

  • Prolonged standing and walking. 

  • Continuous eye-hand-foot coordination, with occasional handling and fingering.

  • Pushing and pulling to 300 lbs. with assisted lifting and carrying to 150 lbs.

  • Continuous use of vision (corrected vision, depth perception, wide field of vision and color vision). 

Mental Demands:

  • High attention to detail, concentration and alertness levels with frequent use of mathematical ability. 

  • Good sense of humor. 

Communication Demands:

  • Ability to communicate (written, verbal, etc.) clearly and effectively in English. 

  • Be approachable; relate well to others; be receptive to feedback and articulate clearly.

  • Speaks clearly and persuasively in positive or negative situations.


  • Excellent verbal communication skills.

  • Ability to communicate information to employees and department heads in a clear and concise manner.

  • Ability to work with a team and to carry out assignments to completion within parameters of instructions given, prescribed routines and standard acceptable practices.

  • Computer literate with working knowledge of MS applications, particularly Outlook.

  • Ability to prioritize tasks by importance.

  • Excellent time management skills. 



  • Current State of Hawaii Registered Nurse License.

  • Graduate from an accredited school of nursing with a Bachelor’s Degree preferred.

  • BLS certification required.

  • Current Nursing Home CEO License is desirable.  


  • Five to ten years of nursing experience, including satisfactory experience as an instructor or supervisor in an acute care facility.

  • Demonstrate administrative ability.
